Lacie Hard Drive Mac Problems Windows 7

I have two or three LaCie External Hard Drives connected to my HD - one
for Time Machine; one for Super Duper, and one for some files that I
don't need on the built-in HD.
One of the Hard Drives is giving me a problem. It seems not to get
enough power to boot up when I boot up the Mac. I have to shut the
thing off and turn it on later, and then it seems to start. Also, the
little blue light on the front of the Hard Drive seems to not burn
steadily, but it flickers.
I used to have the HD plugged into the UPS trhat I use to protect the
Mac when the power dips or drops out, and I thought maybe I was
over-extending the UPS, so I took it off that and put it on one of the
power bars that I use for the other peripherals associated with the Mac.
That has not made a difference.
I tried to contact LaCie for help, but I don't live in the US, and they
only want to talk to people who live in the US - no provision for
communicating with anyone who does not live in one of your 50 states.
(They don't seem to have the same prejudice about taking my money.
Strange.)
So if someone can help me out with what is going on, please? I've only
had the HD maybe 3 months, and registered it, so it MIGHT be covered by
warranty - although that also may not be valid for those who do not live
in the US. Is this something that I might be able to fix myself?
Thanks,
HR.
